In 2006, civil society organisations of Bihar released an “Alternative White Paper” on the issues of development and governance in the state. This was done in the context of an official White Paper released by the newly elected Nitish Kumar government on the 15-year-long Lalu Yadav-Rabri Devi regime. Anindo Banerjee, who is a Patna based researcher and public policy expert, was a part of it. He is currently the Head of Programme Initiatives at Praxis – Institute for Participatory Practices.
